When EIS is used in the Greek text in Acts 2:38 [2], it is not referring to the end result of the baptism, that is, that the baptism is "for" or "producing" the forgiveness of sin. By using EIS, Peter (or Luke the writer) was emphasizing that they should be baptized toward or with the view of the forgiveness of their sins whether the forgiveness happened in the past when they repented, or at the present, or in the future.
